Lord Minto II (1905-10)

Lord Minto II tried to sow the seed of discord between Muslims and Hindus and he indirectly instigated Muslims to demand separate electorate.

Foundation of Muslim League: In 1906 Nawab Saiim Khan of Dacca founded Muslim League which supported the partition of Bengal and opposed the boycott of British goods.

Morley-Minto Reforms: Lord Minto II, and Morley, the then Secretary of State for India, conspired to widen the gulf further between Hindu and Muslims through the Act of 1909 popularly known as the Morley-Minto Reforms which envisaged separate electorate for Muslims and other constitutional measures.
